The Victorian and Commonwealth Government are now offering to pay up to 90% of course fees for you.

What is Skills Victoria financial support all about?

This is a Victorian and Commonwealth Government funded training initiative for Australian residents called Securing Jobs for Your Future. Basically as part of this initiative, if you wish to gain a Diploma or Advanced Diploma qualification, such as IBI Diplomas in Financial Planning, you will now only have to pay $650(normally $4,000) and the Government will subsidise the balance. You do not have to repay the Government – the funding is not a loan. In other words, if you enrol in 2010 you only pay a total of $650for a Diploma that could normally cost you thousands.

This opportunity is available if you enroll before December 2012.

What are the eligibility criteria for funding?

Step 1. Are you a citizen or permanent resident?

To be eligible you must be either:

• an Australian citizen
• an Australian Permanent Resident (PR)(holder of a permanent visa)
• a holder of a Special Category Visa (sub-class 444, New Zealand citizen)
• an East Timorese asylum seeker, or
• a holder of a Temporary Protection Visa.      > ENROL NOW

Step 2. Do you live in Victoria?

Training needs to be delivered within Victoria by a Victorian RTO. Investment Banking Institute is based in Victoria and a Registered Training Provider (RTO) that delivers nationally accredited qualifications that receive government funding.

You don’t need to be a Victorian to get Skills Victoria funding, however you need to study in Victoria to qualify.

Step 3. Do you already hold a higher qualification (eg Advanced Diploma) in any field?

If you are 20 years of age or older then you may not hold an equivalent or higher qualification in any field to be eligible for this funding. So if you have gone to high school but have not gone any further in study you qualify for funding. So Enrol Now. If you have gone to TAFE and completed a certificate course you still qualify for a subsidy for the Diploma and Advanced Diploma qualifications. If you have a Diploma then you can qualify for an Advanced Diploma. If you have a degree qualification or higher however you are not eligible for government funding. If you have started a Degree but have not yet attained the qualification then you may be eligible for funding. If you are under 20 years of age, the qualifications you hold don’t count and you can enroll in any course.

Is there an age limit?

As long as you are living in Victoria and meet the above criteria then you are eligible.

If you are just out of high school or under 20 there are other special benefits that mean that you can enrol in multiple courses and still be funded for all of them by the Government.  You may have an equivalent or higher qualification.

So how much are you saving?

You are saving thousands of dollars by completing the courses. The Diploma of Financial Services is normally $4,000+ and the Advanced Diploma is more than $4,000. You can enrol in both courses for only $495 each a saving of over $7,000

Tuition fees

IBI tuition fees are set by the government. It is calculated based on the number of hours of enrolment, at a rate that varies depending on the category a course is in.  All courses have been classified into one of 5 course categories for the purpose of calculating fees:

• Foundation Skills (basic general education, English language, literacy and numeracy courses up to Certificate IV level, and the Victorian Certificate of Applied Learning - Foundation level)
• Skills Creation (most Certificate I and II courses, the VCE and VCAL Intermediate and Senior)
• Apprenticeships and Traineeships (all courses taken as part of an apprenticeship/traineeship training contract, at any level)
• Skills Building (most non-apprenticeship Certificate III and IV courses)
• Skills Deepening (all non-apprenticeship Diplomas, Advanced Diplomas and vocational Graduate qualifications).

For each category there is also a set minimum, which is the lowest you should expect to pay, and a maximum, which puts an upper limit on what you will pay, even if you enrol in a large number of hours in that course.

The fees are set for each calendar year, and you normally pay according to the year when you will do the training.  Effective under the 2012 SVS Contract students are no longer required to pay an additional annual fee for continuing study beyond the calander year in which they enroll.  NOTE: under the therms of the Student Information Guide (SIG) students are required to complete assessments, attend class or apply for an extension within appropraite timeframes or you will be withdrawn from the course and a future application fee may appply.

New contracts are awarded each year.  Please contact IBI for details about the upcoming 2012 contract for Skills Victoria Funding along with any changes to the terms and conditions.

There is also an overall annual maximum or fee cap for each year. No matter how much training you do, you cannot pay more in tuition fees than the set annual maximum of $2000.

Concessions or Exemptions Available

Concessions on Tuition Fees

This information applies to students undertaking training courses. Concessions on tuition fees are available for government funded training places in all course categories except Skills Deepening (Diplomas and above). The concession fee is the same as the minimum fee for the relevant course category. For courses in the Skills Deepening category, you may be able to access financial assistance in the form of a loan.

Who is eligible for a concession?

The fee concession is available to people in the following groups:

• Commonwealth Health Care Card holders, and their dependant children and dependant partners
• Pensioner Concession Card holders, and their dependant children and dependant partners
• Veteran’s Gold Card holders (but not their dependants).

To receive a concession, the person enrolling must either have the card or be able to show that they are a dependant of a card-holder.

Indigenous students

Under an Indigenous Completions Initiative, Indigenous students pay only the minimum or concession tuition fee for all courses, including courses in the Skills Deepening category.

If fees are being paid by the Australian Government

If the Australian Government is funding your enrolment, the concession fee is not available. If you are referred to a provider by an agency of the Australian Government, for example a Job Network agency, you should pay the standard tuition fee and then seek reimbursement from the agency.

Fee Exemptions

This information applies to students undertaking training courses.  For government funded training places fee exemptions may be granted for the following reasons. Exemptions apply to courses at all levels, including Skills Deepening (Diploma courses and above).

Arrangements between providers

Exemption from the tuition fee is available to anyone whose fees have already been paid for by an arrangement between the provider and another educational institution.

Late eligibility for concession

If you have paid the full tuition fee but then later become eligible for a concession, you do not have to pay any tuition fee for additional training you take in the same calendar year.

Special funding arrangements

It may be a condition of special government funding that a student not be charged fees. In that case, a student would be exempt from any fee payment.

Prisoners and detainees

Prisoners and detainees, people held on remand, or people who have been ordered by a Court to undertake a training course do not have to pay any tuition fee.

Extreme hardship

A provider may decide to grant exemption from paying the tuition contribution or other fees if paying the full amount would cause a student extreme hardship.
There is no set definition of extreme hardship, and the provider makes a decision about whether a fee exemption is justified on a case by case basis. Some evidence may be requested.

Other fees and costs

Providers may set a Student Services and Amenities Fee to cover things like access to a library, cafeteria, counselling and student welfare services.
Providers may also charge for materials or other items. This covers materials that you will keep as your personal property, such as equipment or printed notes. It may also cover things like excursions or field trips.
